The two states differ in how they absorb green light, which is why one looks a touch browner than the other, but neither is blue. If you cut a vein, the blood that comes out is dark red, not blue. Veins look blue for the same reason the sky looks blue: the tissue between your eyes and the vein scatters shorter wavelengths more, so the light returning to your retina has been filtered towards the blue end. The way to verify this is to look at a surgical wound, where the blood is unmasked and obviously red, or to use spectroscopy, which directly measures haemoglobin absorption. The biology textbooks of every medical school teach this. The myth survives in school drawings where arteries are red and veins are blue, a useful colour convention that has been mistaken for a fact.
