The app's state is held in memory but the CPU is not running the app, the screen is off, and no network requests are being made. The OS will, when memory is needed elsewhere, evict the suspended app. Force-closing an app removes it from the suspended pool, and reopening it forces a full cold start, which is more expensive in both battery and time. Apple's developer documentation, and a 2016 email from Craig Federighi in response to a user complaint, both confirm that force-closing apps does not improve battery life. The only exceptions are apps that have a known bug and are running in the background, but those are exceptions. In 2020, the testing site Tom's Guide measured 12 popular Android apps and found that force-closing made no difference to battery drain over an 8-hour test.
